Unless it stops them from holding the Power it won't work because they or immune to compulsion when doing so.
That was only from the Warder Bond and possibly the weave people like Graendal use. There is no way of saying the Binder does the same thing as the weaves or the Bond and a ter'angreal is a bit different anyway. Could be specifically designed to work around men holding the Power being resistant to Compulsion.
Quite honestly you are extrapolating a couple of comments into a rather large blanket statement. Rand may well only have been able to resist the Bond Compulsion because he was vastly stronger than Alanna. What happens if Graendal tries with a weak man?
