that they just don't procreate any more & even with all the political reasons for not procreating many of those same reasons existed in the AoL. Also that the woman who discovered the oath rod didnt know it restricted her lifespan, why not also not realize it made her not want to procreate, or that perhaps it would make her infertile etc
Everything about the Tower is designed to indoctrinate women into the belief that the only thing that matters is the Tower and the AS agenda. Being a mother would take precedence for any woman so the Tower spends the years a woman is in training telling her that family will only bring pain since in all likelihood she will out live her own children. Her Sisters are meant to be the only family she has and thus command 100% of her loyalty.
