I was looking at a few times when we see an Aes Sedai swearing the Oaths, and I noticed that each oath begins with "Under the Light".
So is it dumb to suggest that Mesaana simply swore "under the Light" when she saw no reason to think of herself as under the Light? The Forsaken view themselves as more than human, and are actively trying to destroy the Light. Perhaps Mesaana didn't see an Oath made under the Light as relevant or binding to her, and so the Oath Rod never kicked in.
The same would apply to the oath "By the Light and my hope of salvation and rebirth..." Mesaana or any other Forsaken (or any smart Darkfriend, really) would not hope for salvation or rebirth. They want to rule forever in this life, not die and be reborn.

The way that Mesaana could've avoided the oath is simlpe : she is supposed to swear that she is either (don't recall the wording) Not a Darkfriend or Not of the Black Ajah. And to either of those questions she can simply say no since she is of the Chosen. The questions/oath should ask "Do you serve the Dark One" or some such.
