So far nothing can stop balefire with the exclusion of cuendillar. What if they would have used a massive amount of balefire on Shayol Ghul?
Also, what if they had simply balefired Mierin and Beidomon just hours, days, weeks before they drilled the Bore?

They'd have had to catch them first. It took years to learn how to even use the most basic weapons. I would imagine that no one learned balefire until it was far too late to wield sufficient power behind it to go back far enough to undo the Bore.
