They are so close it's up to individual strength, agressiveness, individual mistakes in battle, the surroundings, shape of the day, nature of the battle and on and on.
For instance:
LTT is equal to Ishamel in OP but famously defeated Ishamel at Paaren Disen. It is mentioned in tEotW that Aginor once stood against LTT and was his equal.
It's not even a given that they would fight with OP alone, they could be using their skills with a sword or spear or poison or whatever. Be'lal famously even wanted to fight Rand using only swords, for honor and for old times sake.
Catching LTT, Rand, Ishamael or whomever in a surprise encounter they didn't foresaw could result in Moghedien or Mesaana killing them. Completely plausible!
Demandred, Lanfear, Semirhage, Graendal and Sammael could probably duel one another with unpredictable results, and the result would be 50-50 if they dueled a hundred times. It makes them inferior to Ishamael and Lews Therin, but not to each other.

Fact is, the bwb is untrustworthy

But, RJ himself said that the BWB was written from the standpoint of a scholar

It all depends on how you define "powerful"

So is graendal similar to lanfear then?

Graendal could fight Lanfear and win

Graendal herself says...

Lanfear was more powerful than Graendal, but Cyndane has less power

They correlate on some critical points

I think, outside of semantics, our main disagreement doesn't lie amid the higher tiers

Probably

I only disagree on one point, I think they are all rather equal in potential, incl. Ishamael
