Maybe early on he did, but then realized it would take too long.
I think it would have been much more satisfying for Elaida to be taken down by her own people. It was amusing that she got taken by the Seanchan but I would have preferred her being pulled down by the Hall because of Egwene/Thom.
I guess nobody got revenge on Galina either, so maybe RJ never did intend it to happen that way with Elaida.
