A Forsaken is much too powerful and potent an adversary for a wolf or a person like Perrin to compete against, and their orders make it clear that the two other t'a'veren were considered secondary objectives next to defeating the Dragon. In my estimation, Slayer is superhuman enough to be a threat yet limited in scope to the extent that he is an even match for a t'a'veren.
