MoN is a position to which you get nominated to by the Amyrlin Seat. Its almost like you're number three in the Executive (though you have a very very specialized role, where you are paramount).
Egwene, newly elected by the Tower Hall, fully has the right to take on a new MoN. she may just have heaved a sigh of relief at finding a way to put in someone more competent without snubbing Tiana too much.
I frankly fail to see why a BA sister would encourage Novices who can Heal to learn. That seems counter productive to the extreme, with the LB coming.

Egwene has no reason to bring Tiana up in this context ... it's literally the next sentence after she tells Silviana that Sheriam was executed for being of the BA!
I suppose Merean and Sheriam didn't encourage women either?
We've seen a thousand examples of women who are BA still doing their AS jobs to the fullest, even Galina thinks that her duties as a BA don't make her less of a Red.
You could even say that Tiana encouraging the older women to learn the new healing is subversive given Romanda's obvious attitude (and likely a lot of other Yellows). Moast seem to hate the idea of the older women in general. That and there is no way one woman could stop 1000 Novices from learning the weaves and showing the skill inherent in them... in fact if it came out that there were highly talented women and Tiana DIDN'T encourage the Talent she would look even worse.
