In the prologue, Graendal confirms that weaves made with the True Power can/do act differently than ones made with the One Power. So, I'm thinking that perhaps our friend Semirhage might not be dead. There is a possibility that being killed with TP balefire might not have killed her or at least no permanently. It could have had some other effect. Perhaps she was pushed into the future or something. I have no idea. I do know that there didn't seem to be any of the normal "backwards" effects of her being balefired that we have seen with OP balefire. So, it is definitely not completely outrageous to think that the TP balefire might not have eliminated her from existence as completely as we may have thought.
Maybe not impossible, but I think I for one would be disappointed if Semirhage was still alive given how she died. Not to mention that the end is near and having all forsaken return would be pretty weak in my view.
I will also say that even though TP may act differently, it has always been suggested that it is a force more destructive than OP (which makes sense), so if anything I would expect that TP balefire might actually do something worse than OP one, such as actually destroy the soul of the target or something. That could explain why Rand/LTT thinks Semirhage is "worse than dead", when we (and presumably LTT) know that ordinary balefire does not harm souls.
