Did she reveal that she knew because of Min in EOTW? I don't remember that. I thought she kept it mysterious, just said she was fairly sure Thom was alive, that no dead gleeman was mentionned in Whitebridge and so on.
After saying that, she says, "...And Thom is a part of the Pattern that weaves itself around you three. Too important a part, I believe, to be cut off yet."
Rand guesses here that she is referring to Min, and Moiraine all but confirms as much saying "(Min) sees true. Your fates are bound together. Thom Merrilin's, too.
It's pretty obvious there's that viewing involved, though and also that by TDR or so Moiraine's faith in Min's viewings has become absolute. In TSR, she doesn't hesitate to speak very affirmatively to Thom, with zero evasion - so she's totally convinced she speaks the naked truth there. Moiraine has become convinced she won't die and neither will Thom before the viewing is accomplished. She deals with this exactly like Elayne does in KOD: she can endanger Thom, and she can take many greater risks, because the viewing isn't yet fulfilled. Jordan was being ironic there, as Moiraine behave this way on the one hand, and was aroudn the same time reminding Rand that for all the prophecies he could die on the other hand.
I wouldn't call it the same thing at all. Moiraine probably would have sent Thom without Min's viewing and would hardly have justified her actions even to herself with that viewing. Rather her belief was simply one more tool to use in manipulating Thom to do what she wanted (in this case, it was to leave Tear and give her a free hand with Rand). I also don't believe Elayne takes risks because of Min's viewing either - those she takes or wants to take are things she would be doing anyway, and she uses the viewing as an excuse to thwart her entourage who would suffocate her with their protection, and in doing so, cost her the crown. As we see more than once, Elayne tends to be right when arguing for her risks. Her situation is Rand's vs. the Shadow in miniature - despite an apparent position of power, she is severely outnumbered and outgunned and will certainly lose if she plays by the numbers, and likely run out of time if she plays it safe. She has to take some risks and has to gamble in order to offset her shortcomings, and uses the viewing to minimize the appearance of those risks to those around her. Elayne herself has privately noted the weakness and loopholes in that viewing, proving that she, more than anyone, is genuinely aware of the actual lack of guarantees it provides. Her naysayers and doubters and nursemaids merely are skeptical of the provenance or reliability of the viewings. Elayne fully believes but has a much more precise understanding of what those viewings entail, but like Moiraine, uses the literal truth and literal interpretation as a way to manipulate people into giving her a free hand.
