Both Elayne and Nynaeve are unsure of Talaan's current strength - because they've received little formal training, they are unable to determine if the strength they sense in Talaan is her ultimate potential or current strength. Odds are, Talaan, being nineteen and among a group who knows how to test for the ability, has reached her potential. She's probably been channeling for quite some time - Nynaeve places her at fifteen, though she is actually nineteen (WH ch. 11). Clearly, she's slowed.

If I had to guess, I'd say Talaan has reached her potential, or close to, while Nynaeve is behind. Also, Talaan has spent longer channeling than Nynaeve.

So it isn't a question of Talaan being weaker and more skilled - I am guessing that she is both stronger and more skilled.



I don't think there is any evidence that she is stronger. In fact all of the quotes indicate that if anything they are almost exactly equal, or if anything Talaan is slightly weaker. For the record Nynaeve had not met her full potential at this point either.
