Okay, that wasn't a thought. But I'm guessing this chapter is about Verin's letter to Perrin or Verin's letter to Mat.


I think Deadsy got the hang of it: the chapter title is a reference to Verin's comment about a pebble causing ripples, which suggests a Mat chapter. I'm not convinced she has it right that it's about Verin's letter, though. I think it could simply be Mat who make a connection between something and what Verin told him. For example, if Thom or Alivia or Jain or anyone near Mat needs to start a chain reaction to reach a goal, Mat might shrug and michieviously say "use a pebble, you need to find a pebble". A lot of WOT chapter titles are referencing obscure scenes from the previous books like this - it's part of Harriet's "style" for titles.
