The whole thing might have a much more clear cut answer as well.

We are told that women's strength is gained at a linear, much more constant, rate than men. If we make a few basic assumptions:

1) There is a minimum level of power required to pass the final test(s)
2) Tower initiates gain a roughly equal rate due to all having roughly equal training
3) It takes, again roughly, an equal amount of time to reach maximum strength in power.

It's pretty simple to see why stronger potential women reach the shawl quicker.

Say it takes a minimum strength of 10 (arbitrary numbers, not on someone's mythological one power ranking system) to reach the shawl, and that it takes roughly 30 years to reach maximum potential from first channeling based on the Aes Sedai training system and lifestyle. Then compare an initiate with a maximum potential of 12 to one with a maximum potential of 50. Who is going to reach 10 first?
