Consider that Rand is the one who's been told by Logain that Taim is a DF, who chose not only to ignore this but sent envoys to Egwene to invite her to go to the BT and Taim and bound men without giving her the slightest hint to be very cautious of Taim because he might be a DF.
Add to that the fact that Egwene's "envoys" might quite possibly bump into the BA at the BT.
Just there Egwene would have an excellent reason to be murderously angry with Rand, who handled this terribly irresponsibly, and may even bring many AS to be killed, turned to the Shadow or otherwise harmed.
I think right there is the real issue over which the Amyrlin will let the Dragon know her anger.
As for the BA with Rand, Verin had many letters and my guess is that she's taken care of that with someone other than Egwene. Unless Verin intended Egwene/the WT to go to Rand soon and put on Egwene's shoulders the duty to stop the BA with him, it's even possible Verin has kept out of the list given Egwene the names of the suspected/known BA with Rand/Mat/Perrin and chose other means to deal with those, fearing she might otherwise interfere with where/what Mat/Perrin/Rand/Egwene are supposed to do. My feeling is that in her pilgrimage before reaching the WT, Verin has used other people than Egwene to deal with the BA with all three ta'veren. In Rand's case, she needed someone who could find him, and someone she trusted, so my guess is that she's stopped at the Stone and left a letter for Cadsuane to Alanna Mosvani, who was to deliver it after X time had passed. That deadline has not passed yet, but is about to, and Cadsuane happens to be in the Stone so that might go very quickly. It would be a good way for Cadsuane to begin her "redemption" if she takes care of the BA around Rand thanks to Verin, if she's the one to cleanse his and maybe her entourage.
One motive I think Verin had to handle things this way would be that once Egwene purged the BA in TV, the entourage of the three ta'veren (if all three have BA nearby, which isn't quite sure, especially in Mat's case) can't really wait for Egwene to find all three ta'veren and deal with those with them. That gambled a lot on none of the Forsaken knowing where the ta'veren are and not hearing of the purge in TV faster than Egwene can find them. That/those Forsaken would know the days of the BA near the ta'veren are counted and they are expandable, but if they are to be useful it's now and never... so orders to kill this or that person or commit other atrocities might be coming very shortly - and need to be stopped. So, I think Verin chose a more expedient mean than through Egwene to deal with their entourages, namely using people much closer to the ta'veren than Egwene. Otherwise I pretty sure Verin would have told Egwene where to find Mat, and how to find Rand fast through Alanna in Tear(she doesn't know Elayne is also bound to Rand, just Min who is useless for that because she's with Rand), and clues or a location for Perrin (that little doubt Verin found too and most likely paid a visit to, I think).
Perhaps Perrin/Mat have no BA with them. It's a bit curious, with Moridin's orders to kill those two using "their followers", no Chosen has decided to "activate" those moles yet, that they sent DF killers instead, that one went through a manipulation og Masema instead. Especially when Moridin uses Cyndane/Moghedien for that according to Graendal, and that Cyndane can track Perrin and Mat in the Pattern, and that Moridin seems to know all the BA. So perhaps the entourages of both Perrin and Mat are "clean". Not so Rand, though. All the protection he has comes from Verin's compulsion as it's strictly with the sworn AS she worked on. There's many more who aren't compelled, and there's Cadsuane's entourage.
There's also the likelyhood that when Rand learns the BA has been purged is when he meets Egwene, who might not let him place much of a word if she has tens of sisters "lost" or dead because he decided to warn her about Taim (especially if, as I think, Logain is still stewing about this and makes up his mind that he owes to Egwene who freed him and trusted him to go join Rand to stop that "alliance" with the BT from happening and bringing woes... and beside, Logain sitting on his ass guarding a border where nothing seems to be happening for months while Rand seems to have forgotten him may end up deciding he has more pressing business to attend to, like taking care of Taim.. for which he's much better to make an alliance with Egwene first, to strike with a reasonnable force).
So far, Rand has little motives to be in any way pleased with Egwene except the fact she's stayed out of his hair completely since she left, and has kept most of the AS out of his hair since the "rebel embassy", but he doesn't know much of anything about this and anyway, it's more a matter of Egwene had too much on her hands. But from where Rand stands, it looks more like Egwene and the WT have turned their back from him, and though he doesn't want AS involvement, he also, not fully logically, resents the fact Egwene has not brought the Tower at his feet yet. Other than that notion, he doesn't have reasons to be angry with her. He's projected his hatred of the Elaida-esque WT on her, more than anything.
Egwene has a very good reason to be angry at Rand in Taim, but she doesn't know yet Rand's offer is about to land the WT into a nasty trap, and when he made his offer Rand had information which he chose to put aside without further investigation to figure out it wasn't exactly a good idea to send the AS to Taim.
