Google led me to the site linked below, which says this:
In [TFOH: 36, A New Name, 409], Birgitte tells Elayne "You saved my life, Daughter-Heir of Andor. I will keep your secret and serve you as Warder." But later in [TFOH: 47, The Price of a Ship, 550] Birgitte verbally scolds Elayne for telling Cerandin she was heir to a throne, and doesn't believe it until Nynaeve makes an offhand comment in [TFOH: 49, To Boannda, 570]. {NB: By the 5th edition hardcover, Birgitte's statement was changed to "You saved my life, Elayne. I will keep your secret and serve you as Warder." - Steven Hillage}



As for the first one (yeah, I'm going backwards), to me it seems Birgitte was specifically referring to a female Warder. She didn't seem too surprised at the idea of a Warder Bond. So even if she has only been reborn 2-3 times since the breaking (which would be once ever 1000+ years), it's understandable. How many times in everyday life do we hear someone say, "Yeah, I think I remember hearing something like that."? If that can be said about something that happened only a couple years ago, it's not unreasonable to be said about something that happened a couple lifetimes ago.

And IMO, Heroes of the Horn are spun out more often than once every 1000 years. They don't have to do something incredible and Pattern-changing every life, but I think they are used to make small corrections every now and then, and other times, just to give them a "rest". A normal life.
