She called it a Finder and she placed it on Samwil Hark (the cutpurse she used to tail Hanlon). She said it would fade from his clothes, but on his metal belt buckle, it would last forever.
I don't think she learned it from Moghedien, because she would have thought something along the lines of, "Among many of the nasty weaves they had squeezed from Moghedien, a few were mostly harmless, and very useful..."
And I doubt she worked it out on her own, because she thought of it as a "Finder", not a "finder".
I think it's just another weave known to the White Tower. It's mentioned to be similar to the Warder Bond, but far less complex.
But aside from that, I do agree with you. Moiraine may not be as innovative and creative as a non-White Tower trained channeler would be, but she does seem to have worked out some useful weaves by herself, or just from descriptions.
