Didn't they say in New Spring that Moiraine's potential is stronger than Cadsuane?

Moiraine will have to succeed in establishing her dominance primarily through the force of her personality. But among Aes Sedai, inferior strength in the Power will make it all the more difficult to establish supremacy.
Being stronger in the Power is a pre requisite. Using that to hammer down her dominance will then be up to her. Nynaeve cannot do it. But Moiraine could - if she had Nynaeve's strength.
Hence, starting off with say double Cadsuane's strength will give Moiraine a huge advantage from the word go.

Because if Moiraine came back as her same old self this would be a non issue if I remember that scene correctly. At least in regards to Cadsuane.
If Moiraine didn't die but has simply been a prisoner this whole time, why should her power be any different? And if she is a prisoner why would they grant her any wishes? I know she's the Gandalf character and Gandalf came back stronger, but he, you know, died.
I can follow the logic of her being stilled, even if it would be pointless at this stage in the books because everyone knows she can be Healed now, but I really don't understand how she would come back more powerful. If it was me and they gave me wishes I would wish my happy ass out of there.
Of course I'm missing something significant that makes me look stupid, so please tell me what that is.
Who will Moiraine come back as?
