Some points to consider as the nature of the game has changed with the events in the beginning of the series.
TG is approaching.
The Dragon has been reborn.
Two Forsaken are already dead.
Edit: This means that the Black Ajah might be willing to change their tactics and try strategies that they had avoided before.
Keeping someone inept/lazy like Else around would raise eyebrows in the rest of the tower. And draw unwanted attention to the Black Ajah. Likely though that the Black Sisters could beat Else into shape and get her to fly right if she had potential to join their ranks, so most likely you are correct and the Black Ajah didn't pick her up as a member.
Unless they kidnapped her and forced conversion after she left the tower. And then put her under the apprenticeship under a Sister who is out of the tower. The Black Ajah seems to work together a lot more cohesively than the Forsaken. Though they do plot as well.
It would seem to me that the black sisters are too self-serving to make use of this strategy.
