1. The trust issue: Rand distrusts nearly everybody around him except Min and Nynaeve. So why should he tell anybody, especially as the use of the TP is something the likes of Cadsuane won't be happy of.
Ofcourse Rand would not tell anyone, what could he say afterall. "Yeah, I channeled the pure essence of the Dark One himself and I think it has made me go somewhat insane and evil. Cool huh?". But why is it that no one ELSE asked him. As far as they know, Rand might have figured out some new harmless OP trick to neutralise the collar afterall. Why did Nynaeve for instance not ask about this so that if she was ever collared, she might have some idea how to break free. Why did Flinn not ask, when he was actually SHOWN to be worried about the possibility of being collared. They don't know that what Rand did was evil and unique
2. The off-screen factor: Maybe Cadsuane and her cronies learnt about the events off-screen which might be the true reason why Cadsuane is so careful in not being openly seen by Rand, because her ter'angreal probably won't work against the TP. It is very possible that she doesn't believe the extent of Rand's claimed ta'veren abilities.
She believed it enough to flee the room at the time. I don't think there are enough clues for Cadsuane to realise about True Power. There are however enough clues for Min to do so since she was in the room and heard Semirhage. I suppose Min could have told Cadsuane, but somehow I doubt Min would have betrayed Rand in that manner.
3. On Mat and Perrin: RAFO. We haven't seen them much in tGS and know that they will be the main focus of ToM, so it is likely that we will see the colour swirl of this event and their reactions...
I wonder what they would think of seeing Rand collared and killing Min. Hmm. Would they actually be able to see Semirhage and the collar, how distinctive is it? Is it possible that Mat and Perrin would only see Rand strangling Min and assume that he has finally gone insane, and not realise that Semirhage was responsible. That might not be good.

I don't think it's so much to inform them, as a side effect of the massive change Rand was effecting
