IMO, if Brandon is answering that Rand and Taim both looked dark because of the True Power, then I think it is absolutely conclusive proof that Taim is Moridin, which has always been a strong theory.
On the other hand, he may be confirming that the dark aura is present in both of them, and not really commenting on the TP. I never personally thought that the darkness was due to the TP but rather a warped twisting of the Pattern. It's possible that the Pattern twists darkly around Taim too because he has a large role to play for the Shadow before the end.
