The Seanchan use the excuse that when they first arrived to their new lands, they encountered a chaotic situation where Aes Sedai fought Aes Sedai for supremacy. This was part of their justification for enslaving them and denying the humanity of female channelers as soon as the a'dam was created.

The problem is...their entire Empire relies on their damane to function and spread, so unlike the White Tower Aes Sedai, who by and large are at least trying to get everyone to live together, the Seanchan want to force everyone to accept them as leaders in a global imperial civilization that is propped up by acting just like the Aes Sedai occupying the Seanchan continent when they arrived would have done...brute force using the One Power and overwhelming military superiority.

They are far worse than any Aes Sedai, and far weaker, because one smart Aes Sedai can destroy them due to their lies and inhumanity.

I would hoping this would be Daigian but I suppose Elaida could still fill this function.
