We don't know that's how the binder works. It's most likely it doesn't work like that. There's a binder for channelers and a binder for non-channelers and personally I think it has to do with physical differences, namely that channelers have different brains, or at least, their minds become altered when they're teenagers and exposed to the Source for the first time.
What about the channelers that aren't exposed to the Source as teenagers (the ones that aren't sparkers)? Say, if Sharina (or any other pre-Novice) was brought in as soon as she was tested and it was confirmed that she could channel? Do you think the Oath Rod would work on them?
And obviously another Channeler would have to channel the Spirit "trigger".
Heh, and another that just occurred to me: can a channeler's ability be sensed when they are an infant? A child? Or does it have to wait for the teenage years?
Heck, I wonder if in the AoL it was a common to test fetuses, as part of all the prenatal checkups.
