Q: After Rand has channeled the True Power, he has a dark cloud around him. When he meets with Tuon after this, she manages to resist his ta’veren pull. Is this because the True Power has reduced his ta’veren mojo?
A: The reason she manages to resist is that she has a lot of willpower. Rand is just as ta’veren as ever.
It was not Tuon's mental toughness that prevented her from agreeing to a peaceful resolution, but rather it was the darkening of Rand that interfered with the ta'veren pull of the pattern.
Even though we know that his dark halo had nothing to do with the True Power, Brandon's answer still fits the bill airtight on this one. Rand is just as ta'veren as ever (no darkness interfering with his pull) and Tuon resisted by willpower alone.

She agreed to meet Rand and was willing to hear his proposition. She was even moved to accept it. She was mentally strong enough to resist the ta'veren pull of the strongest ta'veren who has ever lived.
