I think she has the most potential for evil

It boils down to this: She is a very intelligent bigot. If there is any reason to dislike the character, IMHO, it involves reading a POV from a character who uses their intelligence to describe why a group of people should have their free will taken from them and reduced to beneath the level of animals.
Because of her cultural heritage, unfortunately she and her people are a bigger threat to the Light than any of the Forsaken have proven so far because of their beliefs. It is easy to see how easily Semirhage was able to infiltrate their royal court because they share many immoral traits in common, and a Forsaken could easily manipulate them.
I think she and Rand would have made an interesting match - I see both as having lessons to teach the other in order to learn to become better rulers and fully rounded people.
