I really like Tuon. - Edit 1

She is a better ruler than most of those on the Randland side of the ocean. She is tough, self-controlled, in command, and wise. I know most of us don't like the Seanchan, and therefore don't like Tuon, but I like her in spite of it. She is a lot like Egwene in my opinion.
Her handling of Mat was expert.
She is willing to revise her pre-conceived notions. That is something we almost never see in leaders and nobility. They tend to be bullheaded and so sure that they know everything that they trip over their own feet, to the detriment of their nation. Tuon learned from Mst and when she returned to Ebou Dar, she put what she learned to good use. She allowed Beslan to swear to her oaths familiar to him. She agreed to meet Rand and was willing to hear his proposition. She was even moved to accept it.
She was mentally strong enough to resist the ta'veren pull of the strongest ta'veren who has ever lived.
I think the things she has done that constitute foolishness are so few that I can confidently say that she is one of the most capable characters. Her few flaws all originate from Seanchan social norms.
