The reason why a character, who died in a certain book, of course never got a PoV in the next books from before his death is that it would confuse many readers and just seems awkward writing, since it also doesn't advance the plot that well. If another PoV of this character were really needed, one could better include it immediately before the death in the same book; that would also better fit in the context than a jumping back in the timeline for this dead character in the next book. It could still happen, but it's highly unlikely.
I don't see it being anymore confusing than watching the Shaido (who already died once) get slaughtered again in the next book from a different perspective. We already know that there will be backtracking in the timeline with Perrin and Mat, so the readers are already prepared to the idea. A scene with Graendal which ends with her dying from a massive balefire, will be quite clear to everyone. People are not so stupid that they would be confused by that.
As for advancing the plot, there are many things that Graendals PoV could answer. Many ways that a scene from her could be used by BS for anything he wants.
I dunnno if it will happen but it could, it would not be that much more confusing than any other timejump backwards and it could advance the plot in whatever way BS/RJ wanted.

Graendal is part of several plot lines. Aran'gar at the very least is unseen in TGS, but involved

Again, there is no sensible reason for a scene where Graendal is shown again before her death. *NM*
