Nothing indicates that Aran'gar or Delana were there. By your logic one could argue in the same way that anyone else was probably there: Moridin, Demandred, Fain and SH probably just had a party at Graendal's palace...
Logic? How are any of those Forsaken who are allied with Graendal who've had their base toppled?
You have a wrong view on the Forsaken. First of all, Graendal still calls it a "newly minted association with Aran’gar" in TGS, not a real alliance. The Forsaken hardly trust each other that much that they would allow another one to move into their lair, just because this Forsaken lost his base. It's simply a fabrication that Aran'gar and Delana suddenly stayed at Graendal's lair.
As far as I know, Osan'gar didn't appear in CoT. Very strange, he died in WH, consequently he should have a flashback PoV or at least appear on-screen in the next book to give us further info on his plots! 

Why is it strange? Did CoT have a PoV from every character? Were there any Forsaken PoV's?
But why does Graendal then have to get a PoV from before her death in ToM, if it never happened before?!
