I don't know that I would have chosen that plot point to base the cover art on, but the artist captured the mood of the scene perfectly IMO. Plus, I guess since Perrin putting down the axe and taking up the hammer is part of the prophecies,it makes sense to use it.
I admit, it took me just a minute to figure out what was going on. Thought it was just a guy walking in a forest.
