The Ways were created by male Aes Sedai who had been sheltered by the Ogier during the Breaking. They are the ones who created the Talisman of Growing and gave it to the Ogier so they could create shortened paths between the Steddings as they located.
The corruption of the Ways is probably still there, since they were independent of saidin, even though saidin was used in their creation.
