Semi was given the Sad Bracelets by SH.

Shaidar Haran could have conceivably found them, but I still think there was a reason Jordon/Brandon wrote the scene with Bair/Sorilea in.

One thing we know from the same book is that Sorilea is weak in the power but extremely gifted at copying flows she has seen even just once. I therefore find myself suspecting her. I think we'd need to go back through the series and look more closely at Bair and Sorilea's actions before jumping to the DF conclusion though. But this issue has bugged me for quite a while.


In the book Ch 22:

A woman in green, with brown hair, pulled back into a tail, her head bowed.
"I live to serve, Great Mistress," the woman whispered. "I am instructed to tell you that there is Compulsion in my mind you are to remove."
Semirhage raised an eyebrow; she hadn't realized there were any of the Black among the Aes Sedai here. Removing compulsion could have a very... nasty effect on a person. Even if the Compulsion were weak or subtle, the brain could be harmed seriously by removing it. If the compulsion were strong... well, it was quite interesting to watch.
"Also," the woman said, handing something forward, wrapped in cloth. "I am to give you this." She removed the cloth, revealing a dull-colored metallic collar and two bracelets. The Domination Band.

Do we know who laid the compulsion on Elza? I kinda thought she had been compelled to go retrieve the bracelets, but I remember Verin went around Compelling people in one of the books and I can't remember if Elza was one of them. I don't think any of the Wise Ones with Rand are darkfriends. Plenty of the Aes Sedai are, but not WO's. I'm aure some Wise Ones are DFs, but I kinda figure those are with the Shaido lol.
