I'm not even convinced the TP does what you want it to do unless Shai'tan let it happens.
This seems implausible to me. When Moridin killed the servant in...Ebou Dar?...by leaking the TP out of himself, are you saying the DO new of the exact events taking place and allowed that to happen? How about when Moridin makes a gateway? Used BF in SL to save Rand? That implies the DO has direct, immediate, and all-knowing knowledge of events as they transpire. Otherwise it would imply some sort of instantaneous feedback loop with Moridin thinking "I need to use BF this instant" with full and complete context understood, and then the DO giving or not giving consent. All in the microseconds it took Moridin to make that decision. Seems implausible. There is no indication that the DO is that aware of every event in the world.
Or, when Rand uses it to BF both Semi and Elza. I guess the arguement could be made that the DO wanted them punished, but that would not appear to fit with the original plan of capturing Rand, which was the ultimate goal of Semi in KoD per Moridins orders. As noted above, the DO would then have to have complete contextual knowledge of what was happening at that very moment to grant Rand the BF weave. I may buy that the DO's ultimate goal was to have Rand use the TP, but as events unfolded that seems a bit of a stretch. And it's an even further stretch to then say that the DO knew exactly how events were going down so that Rand could BF the two w/ explicit permission at the exact moment he needed to. The DO may be "smart", but to predict exactly how the events of Rands use of the TP would go down just seems implausible. SH tells Semi she has one last chance doesn't he? Do you think that was merely a ploy to get her to go along? Her goal was to capture Rand and return to SG with him. Instead she went sadistic and had Rand torture Min....not part of the plan. It was the torturing of Min which drove Rand to the TP (with Moridins unclear face briefly appearing btw), not the capturing of him.
And all things considered, I have to believe that Rands use of the TP was a direct result of his connection with Moridin, which clearly Moridin himself is worried about, and it's certainly not something he would be discussing with his master would he? For all we know, the DO has no idea from the event itself that Rand used the TP (Moridin may have finally had to let on about the connection after this event)...as far as he knows it was Moridin using it, which was OK at this point.
Clearly the DO controls/grants access to the TP, and may even be fully aware of how it's being used after the fact, but I can't believe that the DO actually directs the exact use of the TP based on what the channeler is thinking and wants to do in the moment.
