The reason the Sul'dam are not collared as Damane and are able to pass that portion of the test is because although they have the potential to learn, they haven't begun learning yet. Aes Sedai cannot sense a woman's ability to learn to channel, only her inborn ability if she has not manifested yet, and even then she must be close. A woman who has to be taught to channel would have no sign, like the gray novice from the rebel camp (I'm drawing a blank on her name). She only had the ability to learn and until she started being taught she never channeled once by instinct, and she never Slowed the way channelers do. This leads me to believe that unless taught, they are indistinguishable from other women.
On that line of reasoning, women could be selected as future Sul'dam between the ages of 18-23 (25 being outside the norm, but still possible). The average novice training takes somewhere between 3 years (the record) and easily upwards of six. And this is for women actively recieving lessons and practicing the one power. The Sul'dam say that it takes a very long time for one of them to begin to see what a damane is channeling, so it would be safe to say that they don't learn enough fast enough to be detected before age 25. Also, none of the Sul'dam Slow the way channelers do. Every Sul'dam thus far in the series to be collared has been an older, more experienced Sul'dam, not a new/young one who hasn't had time to develop the sense.
Toun has advantages that ironically make her much less likely to continue passing the test. Because there are so few damane in comparison to sul'dam, the sul'dam don't get much practice. However, being the heir to the throne Toun can practice whenever she wants and is even proficient at duel wielding the a'dam. She likely has more experience than sul'dam many years her senior. So although I favor the idea that she will end up channeling in order to save Mat or perhaps Selucia, it can not be ruled out that she will be (temporarily) leashed.
It servers no purpose to the plot unless RJ wanted her to lose the Throne of Seanchan completely. The Seanchan are far to set in their ways to accept her as Empress if she was damane.

Chekov's gun, Toun wouldn't have been given the ability if it wasn't going to come into play somehow. Nor would all the time have been spent on uncovering the ability of the sul'dam to channel, forcing them to accept it and sending them back to Seanchan territory. And you better believe that seeker investigation will come to a head in the next book, especially with a title like "Towers of Midnight".
None of that means Tuon will herself channel. I think this whole plot line was part of longer outrigger novels RJ had planned. Not that I'll be stunned if something does bring it out in her, but I think it's more likely she'll wind up in a collar with Mat coming to the rescue than her ability causing a change of heart in the Seanchan.
I think the Seekers plot was 100% about getting Egeanin and Bayle to join up with Mat and I doubt we'll hear from him again now that Suroth is captured and Tuon safely made Empress. Personally I think ToM has to do with Moridin's solid black fortress in the Blight.
