I think the two are unrelated. Faile's 'ripples' were caused by the DO 'flexing his muscles', I'd say. Min's experience was cause by Pattern being strained under force of so many people being balefired. Aes Sedai in the AoL must have figured out somehow that balefire negatively affects the Patter and this seems like a good indicator. LTT talked about how entire cities were balefired during the War of Power, stuff like this probably happened after.
