Yes. It requires a circle controlled by women to be viable as a tool. But then it could have been designed that way. You don't want to leave one of the most powerful weapons in the world in the hands of a madman.

Callandor was likely made during the breaking, since there is little or no mention of it before and LTT never really offers a memory.

All of which implies that Callandor was built intentionally with said limitations in place as safety mechanisms.
