How can the unseen foe be Slayer, if Slayer is explicitely mentioned one sentence before as one of the specters, who hunt Perrin?
I agree. That'd be repeating Slayer twice (almost in a row), and in the context it's clear Harriet want the "unseen threat" to be mysterious, so it wouldn't have done at all to remind us of Slayer right before if that was him.
I don't think "unseen" implies TAR necessarily either. To me in the context I think it implies Perrin isn't aware of the threat, or he can't find the source.
The way Harriet chose to mention Slayer along the wolves, it sounds like it's the fact Slayer is killing wolves that Perrin will have to deal with.
The only thing remotely interesting is that if Slayer tries to scout Perrin's camp as "Lord Luc" he's making a big mistake, with Basel "I worship the Andoran Royalty" Gill, Lini Eltring and Morgase there. They would know he's Luc Mantear right away. Perhaps Galad too, though he must have been really young when Luc vanished.
