Waging war on Elaida - on a woman, as the Hall said in the first place - was kinda silly in the first place.
Would you agree that if the collective White Tower feels they cannot get to THEIR AMYRLIN to rescue her and return her to the Amyrlin Seat, that they will also feel she is out of reach of their war? They have bigger fish to fry now.
They've had bigger fish to fry for months. The Dragon Reborn. The Last Battle approaching. The Black Tower. The Seanchan. But they still focused on their civil war, to the amusement of the Forsaken.
The war was against Elaida, not 'Elaida's half of this civil war'.
