Or perhaps he means that she is formidable, and would react very strongly to having to deal with a Forsaken personally.
Also, it sounds as if she gets a lot of things accomplished in the next book, so that's how I read "notches".
After all, I could see him saying the same about Logain or Cadsuane, and both seem to be just as achievement driven as Egwene.
