Having said that, some of TORCHWOOD's effects have sucked (it has a lower budget than WHO), but both shows have still had sequences which are among the best FX on the small screen in recent years. In particular, the scenes from the 2008 Christmas special in which the 700-foot-tall Cyberman shoots up Victorian London rivals cinema fx sequences.
Since I've watched every available episode of the first ten doctors. I stand by my statement. On occasion there will be some money spent. It still pales in comparison to what can be spent in the US.
