They are definitely keeping them blonde - it would be pointless not to really, and it would annoy a lot of people I'm sure (definitely including me :P).

Anyway, straight from grrm's not-a-blog at livejournal, he says:
"Yes, it's true, she's not a blonde, but she has played one on TV (and in films). Seriously, guys. This is HBO. They know about wigs and hair dyes and stuff like that."
