The general theme of the show is the decay of the American city and the American dream, through the failure of institutions. The institutions they choose to attack are all liberal things (inner city culture, labor unions, public schools, news media, Democratic party politics, civil bureaucracy), so for once, the critical commentary in a serious show is stuff we can totally agree with.
It's kind of bleak, but the humor makes it bearable and as a result, the wins are earned. BTW, the actor who plays Littlefinger shows up and is just as engaging a politician in Baltimore as in Kings Landing. If you end up watching Walking Dead, there is a lot of overlap in the black casts, too.
