It's a twisted take on the regular Scrooge tale. It's Bill Murray doing his usual act, but it's back in the 1980s, so he still has life in his eyes and put's actual energy into it. He's just as funny in this as he was in Groundhog Day or Ghostbusters, if that's any reference for you.
