The analysis of Germany's wartime abilities was spot-on, though. If the Third Reich had really put "guns before butter" as it announced in 1933 (but in fact did not do in practice until after 1936), it would have been far better equipped for war. The PzKpfw Mark I was indeed a sorry tank, and even the Panzer IIs were not really very good. The failure of Germany to move to two- and three-shift production cycles before 1944 is also amazingly lackadaisical, though I do understand that it was motivated by a fear of civil unrest, strikes and insurrection.
