Everyone was trying to get the Pennsylvania Governorship for the Pennsylvania Governorship would have veto power over redistricting.
To my understanding states have to redistrict after every census to make more or less equal districts due to the supreme court case involving one man one vote (prior to that states had to redistrict when there were a change in the number of legislatures due to the census.) Why would they be redistricting in 2013 when the districts were more or less draw a couple of years prior and the new districts would be done in 7 years. By then you would have a new governor.
Were they that worried about 7 years out an eternity in politics?

I think it's more likely that the studios just want an easy source of new material.
