Ulysses was condemned to the Inferno for the "fraud of the Trojan Horse"

Inferno XXVI, v. 55-60
Rispuose a me: Là dentro si martira
Ulisse e Diomede, e così insieme
a la vendetta vanno come a l'ira;
e dentro da la lor fiamma si geme

He [i.e. Virgil] replied to me, "There inside are suffering
Ulysses and Diomedes, and so together
They come to their punishment as to their wrath;
And inside their flame groans
the trap of the horse that made the entry
from which departed the Romans' noble seed."
Now, Ulysses' last voyage was seen by Dante as a symbol of his arrogance. It was human presumption to go against the will of God, which is what Ulysses did, but he was punished in a lower level of Hell for the fraud of the Trojan Horse.
I also think that looking for logical coherence in a James Bond movie is akin to demanding it of a three-year-old.
