I have one problem with the episode. The Daleks acted like cybermen, not Daleks. Daleks are racists. I cannot see that they would want to make anyone, no matter how much of a genius, into a dalek. In fact, they couldn't, could they? With the possible exception of massive gene therapy. And similarly, taking away love and emotions is precisely what the cybermen do.
I don't mind too much, but it bugs me a little. It felt like it was written for one type of baddies, and then someone came along and said "why don't we do it with crazy daleks" (I love the crazy daleks, by the way).

They are just evolving, like since when did Daleks take prisoners and yet the story starts with talk of a prison camp. Also a parliament and prime minister not an Emperor.
I could see this episode as having stared out life as cybermen. When the humanoid Dalek "puppet" showed their weapons out of their hands it seemed too much like the Nestene Duplicates.
But I just go back to they are evolving.
