So, Bruce trains for months to be able to climb up the pit. He finally does it, everyone cheers, he pulls himself up... and gets a boot to the head. Next morning, he wakes up and is back in the pit, with his fingers broken.
At that point everyone knows that it's impossible and there's no reason to hope they can get out. And Bane's thing is that without hope, there can be no despair.
