Eh. The "political message" was a sham, a smokescreen. There wasn't one.

Which I think is kind of a shame, because the whole idea of a Gilded Age of Gotham would be cool, and there were some good trailers that emphasized that- the whole "A storm is coming, Mr. Wayne, and you'll regret that your kind took so much etc. etc."
But... the actual plot and point of the movie had nothing to do with that. Bane used rhetoric about "the people" to try and pacify the masses, but really didn't do anything about it (other than watch over the awesome Scarecrow as Judge).
The bad guys just wanted to destroy Gotham, and while yes, there was some class warfare in the rioting, it was EXTREMELY unclear as to how much of it was Gothamites and how much was Bane's minions and convicts from Blackstone (Blackgate?) prison.
So, yeah. There were some potential elements of rich vs. poor and class warfare, but they didn't really matter- Bruce Wayne apparently lost all his money, but that didn't really stop him from having a sweet helicopter and retiring to France, did it?

They were charging in to ARREST the thugs, not to wipe them out. That's the point of cops

Well, his goal is despair. It'd be even more effective if there was a guard at the top.
