Nah, the main changes (incl. the changed scene with Greedo) predate that (they first up in a new theatrical run and got released on VHS afterward) and were made when Lucas realized the original film elements were about to disintegrate and SW would be gone forever (except by today's standards very poor quality video masters used for the VHS releases) and its was his last chance to salvage the movies for posterity by having them digitally scanned. and rapidly decided the footage had so deteriorated it was best to combine this with a full digital restoration of the material. Salvaging his trilogy cost Lucas a little fortune. He financed the projet by planning a new theatrical run of the restored movies. He took the opportunity to fix a few scenes that bugged him, and added a few extra "eye candy" 3D shots, a kind of test run for the prequels.
