Either way, I think he looked great and Weaving had more acting skills behind that mask than others throughout their whole career.

In all seriousness though, that's actually a bit disappointing if they chose Cap for his lack of strength rather than for his strong sense of morality, since that's what I've always liked about him. Plus, it would make more sense if they chose him for his morality, since it would be much more likely to keep him from abusing his power and instead make him want to use it for the right thing.

I didn't read it like that at all. They chose Cap to join the army despite of his lack of strength because of his ambition and morals. He said something like "I don't wanna kill anyone. I just don't like bullies", which I found to be such a refreshing take, instead of the usual "proud to die for your country"-crap.
When he was picked for the special program, I also found it was for this thinking of him, not (only) his physical weakness. So that worked, as far as I am concerned.
