That speech and the slap is verbatium from the books. The exact same event occurred in the books, with the slapping of Prince Joffrey, the speech, and the Hound.
Now the location is different, Tyrion didn't awake in a barn due to a drunken espcade, but instead stayed up the entire night in the library reading.
